There are times where landlords and/or vendors need to enter a unit.  
There are times several reasons to post a notice prior to the entrance of an occupied unit.
The Landlord might not be able to get ahold of the tenant to schedule a good time for both parties. Tenant wants to be notified in writing. Set clear expectations about date/time. or simply make sure you comply fully with the regulations. Although your lease agreement may already provide the terms and conditions around this topic, it is still essential that the landlord or agent be protected by serving the tenant with a Notice of Entrance.  You never know if the tenant will challenge and you'll need the documentation for court.
