When refunding security deposit, what do I need to send if I am deducting expenses for necessary repairs? Is a written justification sufficient or do I need to send an itemized list with evidence?

Also, is the 14 days for returning security deposit actually the number of days in which the tenant receives the check or the number of days by which the certified letter is sent?
